REQUEST FOR PROPOSAL
Financial and Compliance Audit
Northwest Tennessee Economic Development Council

Purpose
Northwest Tennessee Economic Development Council has issued this request for proposals from interested auditors, who are qualified under state/federal law and regulations, for the performance of a financial and compliance audit of a non-profit organization in accordance with the requirements of the laws and/or requirements of the State of Tennessee. This audit shall be for the period beginning 07/01/2023 and ending 06/30/2024.
Scope
The auditor shall perform a financial and compliance audit of the financial statements of all funds and grant contracts of Northwest Tennessee Economic Development Council.
Type of Audit
The auditor shall conduct the audit in accordance with Government Auditing Standards and requirements prescribed by the Comptroller of the Treasury, State of Tennessee. If applicable, the audit should be conducted in accordance with the provisions of the Single Audit Act and U.S. Office of Management and Budget (OMB) 2 CFR Part 200 Appendix XI, Department of Health & Human Services CFR Title 45, Part 75 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for HHS Awards) and any other applicable federal management circulars.

Opening of Proposals
All proposals will be opened and evaluated on May 22, 2024, at 2:30 P.M. by the Executive Director, Financial Administrator, Financial Coordinator, Human Resource Administrator and Board Chairman (if available). Acceptance of the audit bid will be notified electronically by email.
Reservation of Right
Northwest Tennessee Economic Development Council reserves the right to reject any or all proposals, to waive technicalities or informalities, and to accept any proposal deemed to be in the best interest of the agency.

Janitorial Services - Bid Number JS24
Description: Provide daily Janitorial Service to the Head Start/Early Head Start Center on daily basis. Please request the specifications for work required from the Center or from the Central Office, listed below.
The following Acts and Amendment apply to this service.
· The Copeland “Anti-Kickback” Act
· Contract Work Hours and Safety Standards Act
· Byrd Anti-Lobbying Amendment
· Davis Bacon Act
· Workers Compensation Insurance Required
DHS Background Check will be completed on each Custodian for On-site Assignment.
**The DHS Background Check must be clear to work in a daycare environment before assignment can be made.
This invitation to quote is for the Washington Douglas Head Start/EHS located at 409 Iselin St., Jackson, TN 38301.
A Janitorial Specification can be obtained from the Central Office in McKenzie, TN 731-352-4743 or at nwcommunityaction.org. The Janitorial Specification is the required scope of work for this bid.
Quotes shall be mailed to the Central Office (address below). Quotes will be accepted until May 25, 2024 at 2 pm. Please specify Bid Number on quote. Bid Number JS24
Northwest TN Economic Development-Head Start/EHS reserves the right to reject any and all quotes and to waive any informalities or technicalities therein. No quote shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids.
